Calgary inspector finds five utility recommendations withheld from council—but no proof Nenshi ordered the omissions
The newly released Bearspaw inspection identifies selective reporting of a 2015–16 governance review. Its findings do not establish that the former mayor directed or knowingly approved the omissions, or that full capital spending would have prevented the pipe failures.
