An independent inspection of Calgary's water utility says five of nine priority recommendations from a 2015–16 Raftelis review were consciously excluded from material presented to council. The report, released on 5 November 2026 and dated 8 October, identifies a serious breakdown in how elected councillors received advice about an essential public service.

The omitted priorities included clearer financial accountability, independent expert governance and standalone audited financial statements. Inspector David Goldie says senior administration debated the recommendations, while then-mayor Naheed Nenshi and his chief of staff were included in advance briefings and sent a draft-final report. There is no evidence it was sent to other councillors.

The qualification is indispensable: “the evidence does not establish that the Mayor directed or knowingly approved the omissions”. The report describes an information imbalance, not proof that Nenshi ordered concealment. It calls the handling irregular, improper and improvident: administrators could disagree with independent recommendations, but should not prevent council considering major governance choices.

This is not a finding that a buried pipe-condition warning caused the Bearspaw failures. Raftelis addressed institutional and financial governance; the inspection cautions against treating that review as a diagnosis of the pipe's condition or a prescription for the later integrity inspections.

The inspection also says actual capital expenditure averaged approximately 35% below approved capital budgets between 2006 and 2024. It explicitly does not establish that spending every approved dollar would necessarily have prevented the failures, or that approved investment levels were themselves sufficient.

Citizen impact: water users fund a service whose reliability depends on maintenance, capital delivery and clear lines of responsibility. The report supports scrutiny of what council knew and whether approved work was delivered. It does not establish individual legal liability, a criminal finding or a simple single-cause explanation for the ruptures.
