EPA proposes scrapping the methane ‘Super Emitter Program’ and easing 2024 oil-and-gas rules for small wells; comments due 16 December

A proposed rule in today’s Federal Register (91 FR 68234) would rescind the third-party ‘super emitter’ reporting system, create lighter requirements for marginal or conventional well sites, and drop routing associated gas to a sales line as the required control. EPA estimates compliance-cost reductions of about $2.3–2.8 billion a year from 2027 to 2050, offset in part by gas that would no longer be captured. Virtual hearing 13 November.
