On Wednesday 5 November 2026 the U.S. Department of Education published a proposed rule in the Federal Register (FR Doc. 2026-22615, 91 FR 69736) amending four existing Secretary’s supplemental priority notices. Comments must be received on or before 7 December 2026 via Regulations.gov under Docket ED-2026-OS-3169. Contact listed in the notice: Zachary Rogers, SSP@ed.gov.

What the proposal would rename

  • The April 2026 notice titled “Advancing Artificial Intelligence in Education” would become “Advancing Super Intelligence in Education.”
  • The priority title itself would change the same way.
  • The definition “Artificial Intelligence (AI)” would be renamed “Super Intelligence (SI),” and “AI literacy” would become “SI literacy.”
  • Limited exceptions: the SI definition itself still cites “artificial intelligence” as defined in 15 U.S.C. 9401(3), and the title of the Department of Labor’s Artificial Intelligence Literacy Framework stays as published.

The Department cites Executive Order 14434, “Inaugurating the Era of Super Intelligence,” signed 29 September 2026 and published in the Federal Register on 2 October 2026 (FR Doc. 2026-20321, 91 FR 63129). That order directs agencies to use Super Intelligence / SI in place of Artificial Intelligence / AI in official non-statutory documents. ED says SI means the technologies and systems encompassed by “artificial intelligence” as defined in 15 U.S.C. 9401(3).

Consistent with this direction, the Department proposes to update the terms used throughout the priorities and definitions by replacing references to “Artificial Intelligence” and “AI” with “Super Intelligence” and “SI.” — ED proposed priorities notice, 5 Nov 2026

Four prior notices in the amendment package

  • Evidence-Based Literacy / Education Choice / Returning Education to the States (90 FR 43514, 9 Sep 2025)
  • Meaningful Learning Opportunities (91 FR 6625, 12 Feb 2026)
  • Career Pathways and Workforce Readiness (91 FR 18780, 13 Apr 2026)
  • Advancing Artificial Intelligence in Education (13 Apr 2026)

Education Choice and STEM language

Under Expanding Education Choice, ED proposes to add technical, trade, and vocational schools beside charter and other innovative models; expand the STEM focus area to include SI, SI literacy, and cybersecurity; and emphasize career and technical education that integrates pre-apprenticeship and Registered Apprenticeship pathways. Related SI / SI-literacy definitions would be added across the other supplemental-priority notices in the package.

Citizen impact: This is still a proposal. Nothing in the April 2026 AI priority is final under the new titles until ED finishes the comment period and issues a final notice. School districts, colleges, and grant applicants who write to ED competitions that use these supplemental priorities should watch Docket ED-2026-OS-3169: the wording they will be scored against may say “SI” instead of “AI,” and choice/STEM priorities may expressly name trade schools, cybersecurity, and apprenticeships. Households will not see a classroom change from this notice alone.

A note on wording

The administration’s documents now say “Super Intelligence” and “SI.” We use “AI” in prose for clarity and note the official SI wording, matching our prior ONC and Treasury coverage. The rename, as EO 14434 and this notice describe it, does not by itself create a new technical category beyond the statutory AI definition the notice cites.

What this piece refuses

We do not treat SI as a new technical category beyond EO/FR wording. We do not say the rename is final before the comment period ends. We do not invent which FY 2027 competitions will use which priority.

Bottom line

ED’s 5 November proposal would rename its AI-in-education supplemental priority to Super Intelligence / SI literacy under EO 14434, expand education-choice STEM and apprenticeship language, and take comments through 7 December 2026 on Docket ED-2026-OS-3169.
