The U.S. Department of Commerce published the final results of its administrative reviews of certain softwood lumber products from Canada in the Federal Register on 19 October 2026: the antidumping (AD) review (FR Doc. 2026-21296) and the countervailing duty (CVD) review (FR Doc. 2026-21286), both for 2024.

The rates

Antidumping (weighted-average dumping margins):

  • Canfor Corporation / Canadian Forest Products Ltd.: 17.00%
  • West Fraser Mills Ltd. / Blue Ridge Lumber Inc.: 4.71%
  • Resolute Growth Canada Inc. / Forest Products Mauricie and affiliates: 13.13%
  • Non-selected companies under review: 10.64%

Countervailing (net subsidy rates):

  • Resolute FP Canada Inc. and cross-owned affiliates: 12.42%
  • West Fraser Mills Ltd. and cross-owned affiliates: 15.31%
  • Non-selected companies: 14.11%

Adding the two orders gives about 20.02% for West Fraser, 25.55% for Resolute, and 24.75% for a company on both non-selected lists. That arithmetic is ours. Each notice sets its own rate.

The following cash deposit requirements will be effective for all shipments of the subject merchandise entered, or withdrawn from warehouse, for consumption on or after the date of publication. — Commerce, AD final results, 19 October 2026

Deposits, assessment and everyone else

Both notices make the new rates the cash deposit rates from publication. Commerce says it will send assessment instructions to CBP for the 2024 entries no earlier than 41 days after publication. Exporters never individually reviewed keep the all-others rates from the original investigations: 6.04% AD and 14.19% CVD.

Citizen impact: These deposits are paid at the border on Canadian lumber entering the U.S. and feed into U.S. lumber prices and Canadian mill decisions, from B.C. to Quebec. The 2024 entries will be finally assessed at these rates unless litigation changes them.

What this piece refuses

We do not forecast mill closures or job losses from these rates. Neither notice says anything about them. We do not add Section 232 or Section 338 duties to the softwood total, because these notices do not address them. Any appeal to the Court of International Trade or a CUSMA panel is a later step. None is reported here.

Bottom line

Final 2024 review rates are published (AD: Canfor 17.00%, West Fraser 4.71%, Resolute 13.13%, others 10.64%; CVD: Resolute 12.42%, West Fraser 15.31%, others 14.11%), and they set the cash deposits from 19 October.
